For all major construction or conversion works, citizens, investors and real-estate owners are obliged to apply for a building permit from the:

Department for building permits

Information and general recommendations concerning building permits:

A building permit is to be applied for, in particular for:

  • any new construction
  • extensions, elevations and conversions of existing buildings, as well as all other modifications to walls and partitions, load-bearing elements and roofs
  • any work whatsoever generally undertaken on the external parts and surroundings of a building located in a protected sector
  • the installation of awnings, canopies, blinds, and advertising material
  • the erection and alteration of fences of all kinds along public highways
  • demolition work
  • excavation and backfilling work, and the construction of retaining walls
  • the development of open spaces
  • any change in the use of rooms or premises

We advise you to check with the appropriate services before buying a house or planning construction work to avoid having to make costly changes due to non-conformities.

Protected buildings and areas

In the interest of preserving the historical heritage, a building permit is required for any work generally undertaken on the external parts of a building located in a protected zone, the renewal of the facade cladding, including on the roof. The city may subsidize some of these previously authorized works.
