To do this, go to the municipality’s customer service department with the following documents:

• a certificate from the veterinarian pursuant to Article 3 (1) and 13 of the Law of 9 May 2008 on dogs;
• a proof that an insurance contract has been concluded with an approved company guaranteeing the civil liability of the dog keeper for damage caused to third parties by the animal.

The law of May 9, 2008 on dogs determines which dogs are likely to be dangerous. These are essentially:

1. Staffordshire bull terrier dogs;
2. Mastiff dogs;
3. American Staffordshire terrier dogs;
4. dogs of the Tosa breed;
5. dogs similar in morphological characteristics to American Staffordshire terriers, commonly called “pit bulls”;
6. dogs similar in morphological characteristics to Mastiffs, commonly known as “boer-bulls”;
7. dogs similar in morphological characteristics to Tosa dogs.

Persons wishing to acquire a dog that is on the list of potentially dangerous dogs must first attend a training course to obtain the Hondsführerschäin diploma. The same conditions apply to any family member who plans to walk with one of the above-mentioned breeds of dog.

Once you have obtained the diploma, you must apply in writing to the Ministry of Agriculture for a license to own one of these dogs by submitting the following documents:

• Hondsführerschäin diploma;
• Extract from the criminal record;
• Copy of identity card or passport.

After receiving the above-mentioned authorization, you are entitled to purchase a potentially dangerous dog. Within 18 months of the dog’s birth, you must take a training course with the dog by registering with an approved dog school.

For dogs likely to be dangerous, the declaration of the dog is done in two steps with the local administration of the municipality of residence of the owner.

The first declaration of the dog is to be made, against receipt, within four months after the birth of the dog. For this purpose, the following documents must be submitted:

• a certificate, issued by an approved veterinarian, attesting to the identification of the breed or type and the electronic identification of the dog as well as its valid anti-rabies vaccination;
• a document certifying that an insurance contract has been concluded with a company approved or authorized to operate in the Grand Duchy of Luxembourg guaranteeing the civil liability of the dog keeper for damage caused to third parties by the animal.

Within eighteen months of the dog’s birth, the dog’s keeper must submit to the municipal administration, against a receipt:

• a diploma attesting to the dog’s successful completion of dog training courses
• a diploma attesting to the owner’s successful completion of a training course
• a veterinary certificate indicating the date of castration of the dogs referred to in points e) to g)
• a receipt of the first declaration

Every keeper of a dog likely to be dangerous must at all times comply with the conditions laid down by law and must keep the valid receipt at the disposal of the agents responsible for enforcing the law.
