A new city hall for Differdange

The project to modernize the town hall is taking a major turn. Initially planned as a renovation and extension, the project has evolved into the construction of an entirely new building that is more modern, more functional, and more energy efficient.

Structural defects that could not be anticipated

During the demolition of the existing building, which dates back to the 1960s, in-depth analyses revealed critical problems: the concrete slabs, which were supposed to be solid and 27 cm thick according to the original plans, are in fact only 6 cm thick. The metal reinforcements are severely corroded, the concrete is of insufficient quality, and the structure no longer meets fire safety standards. The foundations and soil conditions also make it impossible to restore the existing structure.

These discoveries, which were impossible to detect while the building was occupied, make any renovation technically and financially unfeasible.

A city hall for the 21st century

In light of these findings, the municipal council is proposing the construction of a new building, which will offer numerous advantages: 1,000 m² of additional space, 38 additional workstations, 20 integrated parking spaces, municipal archives in optimal conditions, and full accessibility for people with reduced mobility.

In terms of energy, the new building will enable a 48% reduction in energy consumption, thanks in particular to photovoltaic panels and optimal compatibility with the district heating network.

The additional cost compared to the initially planned renovation is estimated at around one million euros for a lifespan of 70 years—compared to 35 years for a simple renovation. Delivery of the new administrative complex is scheduled for December 2029.

“This change to the project, although unexpected, gives us the opportunity to provide Differdange with a modern, functional, and sustainable town hall that will serve our community for the next 70 years,” says Mayor Guy Altmeisch.
